our own. good morning. it's saturday, april 13th. i am alison kosik. >> i am victor blackwell. thank you for starting your day with us. >> this is cnn breaking news. >> we are starting this day with breaking news overseas. a lion air flight over shot the runway at the balancy international airport and ended up in the water. you can see a crack in the plane's fuselage. it skidded off the runway and went into the water. and 51 of the people onboard were sent to the hospital. we will have more on the story as we get more details. >> incredible pictures. >> amazing everybody survived the plane crash. let's go to north korea.

the u.s. and its allies in the region have defense systems ready to go. >> this week we learned during a congressional hearing that north korea could fire a nuclear tip missile, but while they may have the ability nobody knows if they can do it or if they have built one, either way the u.s. is taking the threat seriously. >> anytime somebody like this, if they make that threat you have to take them seriously. so u.s. forces are on posture to deal with that and same with the chinese and south korea. you see a little different behavior with the chinese. they have the on again and off again relationship with the north koreans over time, their biggest benefactor. >> john kerry is talking with

his chinese counterparts and what china can do to stop the threats. before heading to china kerry was in south korea where he reiterated the partnership between the country. >> the rhetoric we are hearing from north korea is simply unacceptable by any standard, and i am here to make it clear today on behalf of president obama and the citizens of the united states and our bilateral security agreement that the united states will, if needed, defend our allies and defend ourselves. >> kerry said any missile launch by north korea, would be quote, a big mistake. south korea and the u.s. said they both expect a missile launch but has north korea actually said they would? >> in a word, no, alison.

the north koreans never said they plan to test fire one or multiple missiles. all of that has come from the united states and the south koreaens. the north koreans did say they were activating the rocket forces, and the satellite imagery gave the u.s. and seoul the hints that something, they were moving around missiles, and they quoted that day by day, and then escalated saying it was going to be a multiple missile launch, and then there were other missiles, those were being moved as well, but in the end, people here today do not think that they are moving ahead with that. kim jong un does not have to climb down on that one and never said he was going to do that. >> and that started when the

joint and south korean exercises started. has that been changed at all? >> we have not announced change. we heard from secretary kerry in seoul that president obama ordered that some elements of the exercises be cancelled. which ones? that's the question. we talked with the u.s. military here today and they could not tell us which specific elements might be cancelled and the key that we are talking about is the joint amphibious landing schedule at the end of the month, and last year 13,000 american troops participated with 2,000 south korean troops, and it was a major maneuver and something that really upset the north koreans. kim jong un was just in power, and it's known that that is one event that he loves to hate.

but kim jong un has a bigger decision to make now. and the big walk back for kim jong un will be the walk back. secretary kerry made it clear that that would have to be on the table if there was going to be a chair there for the north koreans. back to you. >> jim clancy, thanks. and then living near the north korean border. we will talk to one wife that has a gas mask and a emergency go back and she has been told she may have to evacuate with her toddler. that coming up in a couple minutes. the judge has withdrawn from the case, which has put the trial on hold for now. mubarak is being tried for his role in the killing of the protesters in the up rising of 2011. he watched from a cage in the

courtroom, and an appeals court overturned the life sentence he received in his last trial. and the strain of bird flu has the genetic makeup to spread to humans. the h7n9 strain is being studied. two women were hurt before the 18-year-old mcguiness was arrested. i am a bittner srus because i never really handled a shotgun. the poster's identity had not been confirmed. and then authorities in texas have searched the home of this man.

his name is eric williams. he used to be a justice of the peace in kaufman county. here is the video of him stealing. both men who handled his case was shot. and a gun residue test came back negative. let's go to washington now and the next chapter in the gun control debate. we will see a different white house video address on guns. for the first time during the obama administration, neither the vice president or president will take part, instead it will be from francine wheeler and her son was killed at sandy hook elementary. and then the center of the discussions of gun control is background checks and mental

health. >> james holmes in california, and loughner in arizona, all with mental health problems and all able to buy guns to kill. would proposed new background checks stop others like him? >> the common ground rests on the simple proposition, the mental should not have guns. >> who is considered dangerously mentally ill? under a federal law it's somebody found by a judge to be somebody committed to any mental institution. but state standards vary widely and their health records don't make it into the base to make federal background checks. the senate bill makes it clear that sharing these records won't violate federal law. >> what we need to do is get all the records from the states into the federal system.

today over 30 states barely report any records. >> and maynard killed a sheriff ten months after being released from the mental hospital. a judge deemed the virginia tech shooter mentally ill, but that didn't stop him from buying a gun because those records weren't in the system. and these two fell through the cracks, too. advocates worry this debate is stigmatizing the mentally ill. >> mental illness is being equated with violence, and that has a very negative impact on people, and it's not only feeding into negative stereotypes about people, but it could serve as a deterrence to those seeking treatment. the nation's tough-talking

survived the accident. 51 people who were onboard went to the hospital, and you are seeing some pictures, video of people, we're about to show you, they are going to the hospital. whenever you hear about a plane crash like this and you see the plane sitting in the water, your biggest fear is everybody died. it's amazing to see the pictures and amazing to know that all of them survived. >> the last time we saw a picture like this, at least the last time i saw one on the news, it was the miracle in the hudson. >> oh, yeah, walking along the wing of the aircraft, incredible. >> on the wing, on the raft, wearing the vests, and sully became a star after this. there was a crack in the

fuselage. we know everybody survived. we are waiting to get the information on the severity of the injuries with the 51 people, and i am sure as the days and hours go by, we will hear more. this plane in the water, and everybody is alive. >> i have been reading my twitter feed. a huge reaction. it's good news. >> we will figure out how it happened and why. let's get to other stories. three teenage boys in california. pulled out of class and arrested and now facing sexual battery charges. they are accused of raping 15-year-old audrey pots, photographing it and sharing the photos in september. she committed suicide after learning it was posted online. people are outraged. said it took so long for the boys to be arrested. cnn is not identifying the accused boys because they are minors and have not been formally charged.

number two, more than 600 passengers were pulled from a high speed train in taiwan, and they were forced out of the train after explosives were discovered onboard. listen to this. a passenger found two suit cases in a rest room, they were smoking and smelled like gas. the timer on the detonator was activated. if the bags had not been found they would have taken out an entire train car. and number three, jonathan winters died on wednesday in california. me may have been known for the role on "mork and mindy." and jonathan winters was 87. and then the president's tax return was released on friday. the obamas earned 608,000 last year, and that put their tax

travis alexander actually feared jodi arias. >> isn't it true, mr. alexander, was extremely afraid of the defendant, jodi arias based on her stalking behavior? >> he was afraid of her, yes. >> earlier i asked hln's jane velez-mitchell what she thought in the case. >> that was perhaps her greatest admission. she was talking about a message that travis alex sander saying he was afraid, and she said he could not be that terrified of her because he continued to communicate with her and continued to have sex with jodi arias, and who would have sex with their stalker which is one of the riddles of the case. >> we typically don't see this

a gun fight. here is your week in crime in 60 seconds. >> in georgia, four firefighters were held hostage by a man with a gun when they responded to a fake emergency call. police say brown was having financial problems and demanded help. he was killed in a shoot-out with law enforcement. the firefighters had only minor injuries. >> a woman in chicago accused of helping her grandson kill. they are both charged with murder. >> and then a state game warden says he caught knight as he was burglarizing a camp for disabled people. >> two men try to rob a chicago sports store at gun point only to be attacked by the store owner wielding a bat. his family members fight back

could you imagine that? that's life in the military service. that's living in the zone separating north korea and south korea. this family has been stationed in south korea for three years now, and their daughter was born there, and if tensions escalate, christine has to grab her daughter and leave the area as quickly as possible. and christine joins us on the phone from south korea. here in the states it seems like tensions reached the boiling point. what does it feel like there? >> this might sound crazy, but it doesn't feel that intense over here, not as intense as it feels over there, i think. our families e-mail us every day and want to know how we are doing, and we're doing fine. >> you live on a base, and this

is near 85 miles from the dmz. do you think about that on a daily basis how closer to -- although it's the tka de-milita zone, it's the most de-militaryized in the zone. >> has the thing ever gone off? >> no. >> you have got a gas mask, and there is one for your husband and one for your baby. i couldn't imagine as a parent having to place that on my child's face and know that we have to go. how have you prepared for the potential that you will have to leave other than just packing

the bag? >> right. well, i know that sounds really scary, but i really don't ever anticipate having to use that. i feel like over here we are definitely more prepared and i would much rather be over prepared than under prepared. so even though that sounds weird and kind of scary to know that you have a gas mask and an alert system in your home and things like that, it actually kind of makes me feel better, because i feel like if something does happen, then, you know, the military knows what is going on and they are going to get us out of here safely and quickly and they will do their job here. sounds scary but it's not as scary as it sounds, really. >> you are much more calm than i am sure your family is when they call and ask how you are and how are things over the past few months. thank you so much for speaking with us this morning. >> sure. no problem. thank you. we are coming up to summer and the summer outfits?

>> i do. >> this is the thing that makes people feel better. that little jiggle. >> muscle moves. >> if you have it, just tell people, it's muscle. >> we have an issue with the tricep. what do you do about that? it's a muscle and will wiggle, but there's a way to tone it, right? >> yeah, and to tone it nancy and pierre will do an exercise to show us. you want to bring your arms above your head. elbows facing forward. hold your chest nice and high and you will bend your arms and extend them so we are working the muscle right back here. remember, the triceps are three muscles, so just this exercise alone is not going to target anything. but this is an excellent exercise to tone them. we have lightweight today. >> how light? >> maybe three sets of 15 reps

since it's light. but make sure you are not sacrificing form for weight. a lot of people do and you can get hurt that way. >> show us biceps moves? >> i have a awesome biceps burnout and this is good two or three times a week, and we are going to do 21s, and you are going to do seven, seven, seven, and that equalled 21. go halfway up and all the way down, and go halfway up -- >> you have to go heavier for biceps, right? >> you want to start light. you want to work on your form. they have their shoulders back, and a lot of people at the gym, they are like this. >> hunched over. >> you want to do it like this. we go all the way up and halfway down. and all the way down and all the way up. you will see they have lightweights, but you can still get sore from this.
